Can increasing the bitrate improve an already-compressed MP3?+
No. Re-encoding an MP3 at a higher bitrate does not recover information discarded in the original encode. The new file is larger and sounds essentially the same (or marginally worse due to a second encode generation). Bitrate reduction is a one-way quality trade — only reduce when file size is the constraint.
